Es un recorte geográfico definido por el equipo en sus trabajos antecedentes. Se trata de paisajes de humedales atravesados por riachos, arroyos y zonas de islas que poseen alta biodiversidad; un patrimonio natural y cultural asociado a esa riqueza; a las huellas de los usos y procesos productivos que en ellos tienen y tuvieron lugar; poblaciones y dinámicas heterogéneas; servicios e infraestructuras insuficientes; patrones de uso del suelo no concertados inter jurisdiccionalmente y dispar grado de concientización y preparación frente a la vulnerabilidad del riesgo hídrico. Su superficie es de 243 Km² y su población de 50.000 habitantes. Este proyecto, continua trabajos anteriores tomando como objeto de estudio la Gobernanza busca contribuir a que las opiniones de los actores sociales en materia ambiental sean consideradas en instancias tempranas de la toma de decisiones sobre proyectos con implicancias ambientales. Las tareas a desarrollar involucran tres etapas o momentos. Durante la primera se plantean trabajos de campo con intercambios y dialogo de saberes, con un primer acercamiento a los actores sociales de modo de conocer el nivel de participación ciudadana y los mecanismos y herramientas existentes para tal fin, se buscará conocer el grado de interés en incorporar la participación ciudadana, las capacidades institucionales existentes y las políticas de comunicación pública que llevan adelante. Se relevará información acerca del grado de participación ciudadana existente, el interés en participar en la toma de decisiones futuras de manera temprana y la existencia de proyectos sobre los que se han realizado consultas previas a la toma de decisiones. Una segunda fase comprenderá el análisis y sistematización de lo relevado en la etapa anterior, considerando existencia de proyectos consultados, experiencias participativas, metodologías utilizadas, información publicada, estrategias de comunicación implementadas, actores involucrados y resultados alcanzados.La tercera etapa propone el diseño, implementación y evaluación de un modelo de participación temprana que incorpore el uso de TICs para facilitar el acceso a información pública y el involucramiento de los actores sociales en la toma de decisiones. This project, which continues previous work on Governance, seeks to contribute to the consideration of the opinions of social actors in environmental matters at an early stage of decision-making on projects with environmental implications. The tasks to be carried out involve three stages or moments. During the first, fieldwork is proposed with exchanges and dialogue of knowledge, with a first approach to the social actors in order to know the level of citizen participation and the existing mechanisms and tools for this purpose, it will seek to know the degree of interest in incorporating citizen participation, the existing institutional capacities and the public communication policies that they carry out. Information will be collected on the degree of citizen participation that exists, the interest in participating in future decision-making at an early stage, and the existence of projects on which consultations have been carried out prior to decision-making. A second phase will include the analysis and systematization of what was surveyed in the previous stage, considering the existence of projects consulted, participatory experiences, methodologies used, published information, communication strategies implemented, actors involved and results achieved.
