description This article tries to be the expression of a research work as the result of a thesis. A thesis that had as its object the relations that exist between the Social State, and, therefore, the social function of the Public Administration and the economic regime of the Peruvian Constitution of 1993, specifically with the principle of subsidiarity. The purpose of this study was to show whether the principle of subsidiarity, far from complementing and making the social function of the Administration more effective, hinders it. For this, a theoretical framework is built on the social function, which uses a varied jurisprudence of the Constitutional Court, especially related to the economic regime. Likewise, in order to contrast the hypothesis from which the article starts, the conclusions of the results obtained by social programs attended by adults or older women are consulted and shown. the article culminates with a series of conclusions and proposals to the State, in order to guarantee greater effectiveness of social welfare.

Este artículo pretende ser la expresión de un trabajo de investigación como fruto de una tesis. Una tesis que tuvo por objeto las relaciones que existen entre el Estado Social, y, por tanto, la función social de la Administración Pública y el régimen económico de la Constitución peruana de 1993, específicamente con el principio de subsidiariedad. La finalidad de ese estudio fue dar cuenta de si el principio de subsidiariedad, lejos de complementar y hacer más efectiva la función social de la Administración, la obstaculiza. Para ello se construye un marco teórico sobre la función social, que se sirve de una variada jurisprudencia del Tribunal Constitucional, sobre todo relacionada al régimen económico. Asimismo, con el fin de contrastar la hipótesis de la que parte el artículo, se consulta y muestran las conclusiones de los resultados obtenidos por programas sociales que asisten adultos o adultas mayores. el artículo culmina con una serie de conclusiones y propuestas al Estado, con el fin de garantizar una mayor eficacia del bienestar social.
