El trabajo que presentamos es un análisis de los momentos del ciclo de las políticas públicas a partir de profundizar en la represa binacional de Salto Grande, sobre el río Uruguay, que involucró directamente a la República Argentina y a la República Oriental del Uruguay y de forma indirecta a la República Federativa del Brasil. Esta obra tuvo el objetivo de proveer energía barata para el desarrollo de la industria en ambos países, objetivo que más que consensuado en la superficie debió sortear considerables obstáculos por debajo de ella.
