| Sumario: | This research seeks to analyze from a sociological perspective of law, the phenomenon of the pandemic generated by COVID-19, and the effect of the main economic, political and social changes present in recent years, and how these have significantly influenced in the deterioration of relations between citizens and rulers. Through the method of systematic review of literature, legal works, research articles, and legal norms, I have tried to find answers to the following central question: How is it possible to improve the relationship between rulers and citizens? Making a state of the art I came to the conclusion that the ideal way to reach a better understanding between the administration and the administered ones, is precisely, through the revision and reform of the norms of public law. With the sole purpose of evolving towards national standards that are not only more flexible, but also seek to consciously incorporate the citizen in daily decision-making. However, for this, a change of mentality on the part of the rulers is necessary that leads them to firmly believe in the capacity for transformation that lies in each and every one of the individuals that make up a society.
