En México, la ley urbanística señala que la Entidad federativa emita el dictamen de congruencia sobre el planeamiento urbanístico del Municipio. La escueta configuración legal deja abierta la posibilidad de la intromisión excesiva de la autoridad estatal en el modelo urbanístico aprobado por el Ayuntamiento. Este trabajo expone los lugares de riesgo para el Municipio y aporta una posible solución para delimitar las posibilidades del dictamen de congruencia estatal.
