| Sumario: | The European Union has been promoting for a few years now, through its normative power, the so-called public procurement of innovation; that is, the acquisition by contracting authorities of innovative supplies, goods or services, given their capacity to respond to the challenges of XXI century. The innovation partnership is the main legal expression of this European policy. It`s novel nature and the high technical complexity of the object of this contract require a pondered study of its main critical moments: the preparatory acts, the development of negotiations and the execution of the contract through the precepts derived from the fundamental right to a good administration. |
