This work suggest that need of an analysis at the national level in Argentina in order to produce public policies for the environmental sector. The work gives some conceptual and empirical elements to allow the acknowledgment of the bureaucratic capabilities of the state within the environmental field. It also describes the evolution of the subject at the national level and suggest a few propositions in order to led its discussion and future improvements. Ante la distancia entre las aspiraciones normativas y los resultados observables en materia ambiental, este trabajo sugiere avanzar en el análisis de las capacidades de la burocracia nacional para la producción de políticas públicas en el sector. Para ello apela a una mirada organizacional y relacional sobre la burocracia que actúa en ese campo de política. Brinda elementos conceptuales y empíricos que permiten avanzar en el conocimiento de las capacidades burocráticas en el campo ambiental. Centrado en el caso argentino, describe la evolución de este campo a nivel nacional y formula una serie de proposiciones generales para orientar su estudio.
