description The article aims to present the political structure and financing of postgraduation (stricto sensu) in Brazil. It is based on the study of the National Postgraduation Plan 2011-2020, which has as its main purpose to foster the development of the public service of higher education in Brazil. It presents a history of the number of people with the titles of PhD and Master of Science in Brazil from 1960 to 2013. It emphasis the central role of Coordination of Improvement of Higher Education Personnel (CAPES) in structuring public policies to postgraduation. Finally, it indicates the number of scholarships distributed by comparing the investment made in the past governments for the financing of postgraduation in Brazil.

L’articolo ha come obiettivo presentare la struttura politica e il finanziamento del settore post laurea stricto sensu in Brasile. Esso si fondamenta sullo studio del Piano Nazionale del settore Post Laurea 2011-2020, il cui obiettivo fondamentale è incentivare lo sviluppo dell’educazione superiore in Brasile. Riporta uno storico del numero di studenti che hanno concluso il dottorato e il master in Brasile tra il 1960 e il 2013, sottolineando il significativo aumento del numero dei laureati, soprattutto di sesso femminile. Si evidenzia il ruolo centrale della CAPES – Coordinazione de Perfezionamento di Persone di Livello Superiore nella strutturazione delle politiche pubbliche per i corsi post laurea, soprattutto per quanto riguarda l’introduzione di un sistema di finanziamento e valutazione. Conduce un’analisi della quantità di programmi in ogni area scientifica. Infine, riporta il numero di borse distribuite dalla CAPES, comparando l’investimento finanziario realizzato nei corsi post laurea in Brasile., negli ultimi governi.
