El autor se propone destacar la importancia que tiene el carácter local del poder de policía en materia de seguridad pública o ciudadana; esto es, en una materia particularmente sensible para la persona humana. Así lo hace atendiendo especialmente al complejo sistema federal argentino, en el que diversos órganos y entes (nacionales, provinciales y municipales) deben convivir compartiendo un similar cometido público.
