| Sumario: | This paper presents a study on the utility of virtual social networks to promote communication between citizens and the government agencies, and on the possibility of transforming them into a shared governance tool. A neighborhood of the city of Santa Fe-Argentina was selected as a case study, to know how residents use virtual social networks. A group of neighbors was sensitized to assertively transmit information before, during or after a water event. The methodological instruments use in this work were interviews to residents of the neighborhood and an online surveys of Santa Fe citizens in general. The results allowed to approximately understand the view of the neighbors about the use of social networks and communication, as well as their problems and capabilities.
