Among them, in 2019 the Management Plan for the Ramsar Site Delta del Paraná was presented, prepared with the participation of the provinces of Entre Ríos, Santa Fe, the national government, experts, academics and inhabitants. In addition, the two national parks included in the site seek to articulate their management and operational plans with this plan. In 2021, based on fieldwork (dato omitido para salvaguardar autoría), in the town of Las Cuevas, Entre Ríos. Within this framework, we found that the development of ecotourism encompasses a set of activities that are regulated by different regulations, at different state levels and that respond to different principles. In this paper we propose to present the regulations of the activities related to ecotourism in the locality and to consider the relationships and intersections between them. La declaración de un territorio como Humedal de Importancia Internacional posibilita el desarrollo de diversos planes y programas a distinta escala con la finalidad de garantizar el uso racional del humedal (art. 3, Convención Relativa a los Humedales de Importancia Internacional Especialmente como Hábitat de Aves Acuáticas). Entre ellos, en 2019 se presentó el Plan de Manejo del Sitio Ramsar Delta del Paraná, elaborado con participación de las provincias de Entre Ríos, Santa Fe, el Estado nacional, expertos, académicos y la ciudadanía. Además, los dos parques nacionales incluidos en el sitio buscan articular sus planes de manejo y operativos con este plan. En 2021, a partir de trabajo de campo (dato omitido para salvaguardar autoría), en la localidad de Las Cuevas, Entre Ríos. En ese marco, constatamos que el desarrollo del ecoturismo engloba un conjunto de actividades que son reguladas por diversas normativas, en niveles estatales también distintos y que responden a diferentes principios. En este trabajo nos proponemos presentar las regulaciones de las actividades ligadas al ecoturismo en la localidad y considerar las relaciones e intersecciones entre las mismas.
