La experiencia de Rafaela (Santa Fe, Argentina): trayectoria histórica y presente Delbon, Samuel Parra, Josefina Rébola, Romina In this article we seek to generate reflections on the territorial governance process of the City of Rafaela (Santa Fe, Argentina), exposing inter-institutional dialogues and recovering the voice of actors to analyze what happens in this context marked by the COVID-19 pandemic. Specifically, we return to the experience of the Rafaela Social Advisory Council as a space for dialogue between various actors. Likewise, we address our gaze on how the dialogue processes developed in the current context, even in physical distance and with the complexity and uncertainty generated by this year and a half of pandemic. En el presente artículo buscamos generar reflexiones sobre el proceso de gobernanza territorial de la Ciudad de Rafaela (Santa Fe, Argentina), exponiendo diálogos interinstitucionales y recuperando la voz de actores para analizar lo que ocurre en este contexto marcado por la pandemia de COVID-19. Específicamente, retomamos la experiencia del Consejo Consultivo Social de Rafaela como espacio de diálogo entre diversos actores. Así mismo, abordamos nuestra mirada sobre cómo se desarrollaron los procesos de diálogos en el contexto actual, aún en la distancia física y con la complejidad e incertidumbre que nos genera este año y medio de pandemia.
