However, in 2009 certain housing policies aimed at low-income sectors that sought to create employment were extended to the middle sectors. In this context, the objective lies in the analysis of housing policy through the Federal Program for the Construction of Housing Roof Worthy given that it had its own characteristics in its implementation in the city of Rosario. The central points are linked to the description of the Program (objective, beneficiaries, lines of action), having previously exposed the Federal Program I and II, and with the scope of the four projects in Rosario (location, integration into the urban fabric, number of housing, prototypes). In short, in 2004, the State once again took center stage in housing policy with the Federal Program, including in 2009 the middle sectors with a Dignified Roof. However, there is access to the house and not to the city, the urbanizations located in the northwestern urban edge, where the infrastructures are expanded, but they lack complete services and equipment. Durante las últimas décadas, en nuestro país el desarrollo urbano estuvo definido por las pautas del mercado inmobiliario para los sectores sociales que no necesitaban financiamiento. Sin embargo, en el 2009 ciertas políticas habitacionales orientadas para los sectores de menores recursos que buscaban la generación de empleo, se extendieron hacia los sectores medios. En este contexto, el objetivo radica en el análisis de la política habitacional nacional a través del Programa Federal Construcción de Vivienda Techo Digno dado que tuvo características propias en su implementación en la ciudad de Rosario. Los puntos centrales se vinculan con la descripción del Programa (objetivo, beneficiarios, líneas de acción), previamente exponiendo el Programa Federal I y II, y con el alcance de los cuatro proyectos en Rosario (ubicación, integración al tejido urbano, cantidad de viviendas, prototipos). En suma, en el 2004, el Estado vuelve a tomar protagonismo en la política habitacional con el Programa Federal incluyendo en el 2009 a los sectores medios con Techo Digno. Sin embargo, se accede a la vivienda y no a la ciudad, localizadas las urbanizaciones en el borde urbano noroeste, donde se amplían las infraestructuras, pero carecen de servicios y equipamientos completos.
