La tesina está centrada en el análisis de Normativa y Políticas de la República Argentina, la provincia de Entre Ríos y la ciudad de Paraná en materia de Derecho Ambiental y Generación Distribuida. Todo ello, en el marco del tema general Cambio Climático tomando como eje la contribución de los Gases de Efecto Invernadero (GEI) emitidos por la Generación Eléctrica Convencional, de consumo Urbano, en el aumento de la temperatura terrestre. En este marco general entrelazo Convenios Internacionales de Naciones Unidas, especialmente el Acuerdo de París y el compromiso asumido por la República Argentina, Normativas Regionales como Unión Europea, Mercosur y Cepal. Asimismo, visito la ciencias físicas para conocer el origen de la energía, sus manifestaciones y su relación con los GEI y el aumento de la temperatura terrestre. Y, finalmente, presento una propuesta de Generación Eléctrica Descentralizada Urbana y Sostenible - GEDULS - para la ciudad de Paraná, en el marco de sus compromisos locales en materia de reducción de su emisiones GEI. The thesis is focused on the analysis of Regulations and Policies of the Argentine Republic, the province of Entre Ríos and the city of Paraná in the field of Environmental Law and Distributed Generation. All of this, within the framework of the general theme Climate Change, taking as its axis the contribution of Greenhouse Gases, GHG, emitted by Conventional Electricity Generation, for Urban consumption, in the increase in terrestrial temperature. In this general framework, I intertwine International Agreements of the United Nations, especially the Paris Agreement and especially the commitment assumed by the Argentine Republic, Regional Regulations such as the European Union, Mercosur and Cepal. Likewise, I visit the physical sciences to learn about the origin of energy, its manifestations and its relationship with GHGs and the increase in Earth's temperature.
